Unlikeproof sets, mint sets are uncirculated coins that were minted for general circulation. The set contains (at least) each year's coins of each denomination, issued from each mint. From 1947 through 1958, government-issued mint sets include two of each coin.
Those early mint sets were packaged at the mint in cardboard cut-out containers and so did not keep coins from tarnishing eventually. Thus, mint sets from that era that are well-preserved receive premium prices from our mint set buyers. Since 1959, mint sets have been packaged in sealed, plastic envelopes. We are also buying some of these later mint sets.
There are really two kinds of mint sets: those assembled privately by other coin collectors or dealers, and a mint set that is an official government sealed package. Both types of mint sets have value, but the value of the official mint set is based on its price as a single unit, while private mint sets are valued at the total of the individual coins (Example shown: 1943 P,D,S mint set).

1947 was the first year of issue for official US Mint mint sets. During 1947-1955 three US Mints were producing coins – Philadelphia, Denver, and San Francisco – though not all mints produced every denomination every year (which is why some coin holders have empty spaces). In 1948 the half-dollar changed from "Walking Liberty" to the Franklin-Liberty Bell design. These mint sets:
Contain up to 30 coins if all mints produced all denominations that year.
Comprise the Lincoln cent ("wheat penny"), Jefferson nickel, Roosevelt dime, Washington quarter, Liberty walking half-dollar (1947) or the Franklin – Liberty Bell 50-cent piece.

During these years, all mint sets were produced at the Philadelphia and Denver mints, so the sets contained up to 20 coins. Beginning in 1959, mint sets were sealed in a plastic envelope. In 1959, the 1-cent coin changed to the Lincoln Memorial design on the reverse. In 1964 the half-dollar design changed to the Kennedy 50-cent piece.
